I tried to create new placeholders (recipes, test classes, constants) for camel 4.13. @Croway As I was creating CSB recipes, I realized that we can simplify the `latests.yaml` a lot by referencing the latest recipe (with this PR, it is 4.13.yaml). I think the same could be done in 4.13.yaml, which would call `root` recipes from 4.12.yaml and would add some new rules if required.
