Maven central is added by default to the "platform" Maven settings, so you
have to disable it in your custom Maven settings, e.g.:

<repositories>
<repository>
<id>central</id>
<url>http://repo1.maven.org/maven2</url>
<releases>
<enabled>false</enabled>
</releases>
<snapshots>
<enabled>false</enabled>
</snapshots>
</repository>
</repositories>
<pluginRepositories>
