## Why are the changes needed? Published Flink JARs contain the ICU-derived `ByteArrayWrapper` but omit its ICU license from `META-INF/LICENSE`. ## Brief change log - Append the ICU license to common binary and sources JARs. - Preserve it in shaded Flink 1.18, 1.19, and 1.20 runtime JARs. ## How was this patch tested?
