sivakumar-mahalingam opened a new pull request, #4371:
URL: https://github.com/apache/amoro/pull/4371

   ## Why are the changes needed?

   A standby AMS node can remain in the `INITIALIZING` state even after
`startBaseServices()` completes successfully.

   This change updates the node state to `FOLLOWER` after the base services
have started, so the HA state correctly reflects that the node is running as a
standby instance.

   Close #4353.

   ## Brief change log

   * Update `startBaseServices()` to transition the AMS node state to
`FOLLOWER` after successful startup.
   * Add regression test coverage for the standby node state transition.

   ## How was this patch tested?

   * [x] Add some test cases that check the changes thoroughly including
negative and positive cases if possible

   * [ ] Add screenshots for manual tests if appropriate

   * [x] Run test locally before making a pull request

   Local tests run:

   ```text
-Dscala.version=2.12.21 -Dnet.bytebuddy.experimental=true
-Dhadoop.home.dir=C:\hadoop-3.4.0-win10-x64 -Pskip-dashboard-build
   ```

   Result:

   ```text
   Tests run: 4, Failures: 0, Errors: 0, Skipped: 0
   BUILD SUCCESS
   ```
