I would like to +1 this because I think we are having a similar issue. We are just trying to change the log timestamp timezone locally, at least for the airflow components. I've set `AIRFLOW__CORE__DEFAULT_TIMEZONE` and `TZ` to `America/Chicago` I see the change reflected in the WebUI and when I run `date` the time is in CDT, but the logs for the different components are still UTC.
