Hi,

The only change in this new version is the addition of a cap on the band
energy. While it's technically not required to properly decode any of
the test vectors, it avoids causing the decoder to output NaNs on
extreme (invalid) bit-streams. I'm not aware of any other issues in the
spec that needs fixing at this point.
