Are you asking whether you would be monitoring a user's action who is on a physical console or are you asking for a new graphical desktop for the logged-in user within Cockpit? The first one is probably not possible without the user's consent. You'd need them to be running some screen-sharing software such as a VNC or SPICE server and connect to that. As for a *new* graphical desktop, it's probably possible for cockpit to initiate a desktop session on the remote machine and implement a SPICE client in the Cockpit console. That seems like a lot of work for a dubious proposition, though.
