Does something like this:

5.0.x - open source/free release, works with oracle
5.1.x/5.2.x - commercial/support contract required, works with both Postgres and Oracle

OpenACS forked from ACS about v3. It developed in tandem with ACS up to
about ACSv4. As far as I know after RedHat acquired ACS OpenACS went it's
own way code-wise. The current version of OpenACS is v4.6.

Does it have a CMS? There doesn't appear to much activity on it, but I haven't paid close attention.

The OpenACS team has made great strides in improving the ACS 4.2 releases. If you liked ACS, you should definitely look into upgrading OpenACS. The fundamentals are much the same, but there have been many improvements.
