While I don't think this answers your question directly, if your client is in a position to make some decisions such as "The CMS I choose must support the Dublin Core metadata specification", that would make the tender very clear.
I'd be interested to hear if anyone is working with these specifications, as well.
The good news is that the client is actually very well informed on all these things, they are more wondering what the vendors themselves would like to see...
For example, as they are an Australian government department, they follow the AGLS (Australian Government Locator Service) standards, which are a more detailed version of Dublin Core. So the question is not so much *what* information to present, but *how*.
