It's true, as others have said, that if the hosting company allows simple
FTP access, then you can employ any of the ASP CMS packages that essentially
pre-generate and bake off your site for you (not all of them work that
way -- some require you to host the delivery with them as well).

But if you are looking for a purely client-side solution, check out
CityDesk, from the indefatigable Joel Spolsky:

It's very news oriented, and somewhat blog-like in it's orientation, but
it's all client-side...

BTW, there are supposedly other client-side packages in development around
the world as well.  Countering the ubiquitous (and welcome) trend towards
browser-based  interfaces, there seems to be a subset of requirements for
management features -- not just authoring -- that can be done offline too...
