There are a few CMSs that offer this type of functionality as pre-built
modules in their CMS.  I believe http://www.pillarsoftware.com/ has such a
module for their system.  Tony?

There are many on this list that don't feel that a mailing list should be
part of a CMS.  Although I don't think it should be "functionality" a CMS
should offer, I do think you should be able to build one with a CMS.  There
are several other solutions that let you create one and many of us have
already built it for other clients so you can ask for it and I'm sure they
won't charge much for it.  ;)

So this brings up a good CM geek point:  upstream or public content.  CMSs
are often limited by downstream publication requiring all content
modifications to be done on the staging server before publication to the
production servers.  A public user accessing the production server usually
never sees the staging server (which is often behind a firewall as well) so
s/he won't be able to contribute content.  I've seen quite a few creative
work arounds for this but I'd like to know how devs on this list handle it.
I'd also like to hear those that are against it.  :)

I have looking for a CMS system that integrates mailing lists
functionality...but despite my searches of the archive and various CMS
sites, I can't seem to find much attention to this topic.

I may be missing something and do encourage anyone to point me in the
right direction.

It seems to me, though, that one of the important features of a CMS
would be to allow users to 'subscribe' to bulletin boards via email and
give users the option to send email directly to the forum/mailing-list
as well as to receive emails of posts to such a 'board'.

The functionality I am looking for is akin to that of webcrossing
(www.webcrossing.com), or Apple's implementation thereof in their
'Support>Discussions' forum.

Any ideas?
