As with many terms in our industry, the word "portal" is heavily overloaded.
In this case, it really means two things:

1. A "user experience model" if I may call it that. A way of interacting
with a system designed to provide a one-stop-shop for key information in the
organization and outside. A way of presenting that information in a logical,
consistent, functional and configurable manner.

2. A software framework to make building, managing and deploying #1 easier.

The CMS should provide capabilities to support #1, but it will rarely do #2.
This is why CM vendors work with portal vendors, either the dedicated
vendors as in this case or with the portal frameworks supplied with
application servers such as WebLogic.
