AFAIC, the message is printed via
cmMessenger::DisplayMessage
called by
cmMessenger::IssueMessage
which is typically called by
cmake::IssueMessage

So, searching the CMake sources for
invocations of ->IssueMessage
and uses of cmake::MessageType and its members eg. cmake::FATAL_ERROR
may help to collect a picture on how messages are composed.
