The source tree for it appears to be here:

It does not appear to have a CMakeLists.txt file, although there are some 
.cmake.in files at the top level.

 

Have you asked in the Pulse Audio community? (Do they have a mailing list or 
forum you can ask in?)

 

If you find out what the build command line is, you can always use CMake’s 
ExternalProject module to build it in a wrapper CMake build...

      I want to use cmake to build Pulse Audio , not sure if there is one that 
exists today.
