Get rid of the quotes in this part of your PATH: "C:\Program Files\Microsoft Visual Studio 9.0\VC\bin"
That's probably what's messing it up.... But they shouldn't be there if you're using the "Vistual Studio command prompt" so the question is: where did they come from?
