I think you should keep commons-code 1.9 as far as is the last-version
required by any dep of your project
so ...
you can
:exclusions [org.clojure/clojure
commons-codec]
:dependencies [[org.clojure/clojure "1.7.0"]
[commons-codec "1.9"]
[twitter-api "0.7.8"]]
