I'd suggest generating an intermediate seq with the summed time:
(defn state [time]
(->> (thomsons-lamp)
(reduce (fn [[_ t] [onoff dur]] [onoff (+ t dur)]))
(drop-while (fn [[_ t]] (< t time)))
first second))
