That's odd, it should definitely be possible to do - I've done it before.
Did you include the scripts something like this (from the dom example):
<script type="text/javascript" src="out/goog/base.js"></script>
<script type="text/javascript" src="dom.js"></script>
<script type="text/javascript">
goog.require('dom.test');
</script>
