Take a look at the guts of Emacs Live: http://github.com/overtone/emacs-live
in particular, check out the Clojure pack: https://github.com/overtone/emacs-live/tree/master/packs/live/clojure-pack It doesn't use the Emacs package manager either, opting to put external files in a lib directory. The config dir contains all the config files for the various associated Clojure goodies the Clojure pack pulls in.
