FWIW, I'd just go ahead and sign the CA. Regardless of how small you might perceive this particular patch to be, you may very well find yourself submitting additional patches in the future.
Also, 100% conjecture on my part, but I'd assume the CA isn't about the size of the patch, but general protection for the core group that needs to be in place whether the accompanying patch is one line, one page, or one character.
