(dirname "/a/b/c") should return "/a/b/" on both win and unix

You can use fs/*separator for that:
user=> (binding [fs/*separator* ":"] (fs/join "a" "b" "c"))
"a:b:c"
However users expect the path to be right depending on the OS, meaning \ on
windows and / on *nix.
