since hash-maps aren't lazy, what's wrong with using hash-map?
(apply hash-map (mapcat (fn [[k v]] [(.toUpperCase k) v]) {"bla" 1
"bloop" 2}) )
=> {"BLOOP" 2, "BLA" 1}
