Please contact Heiko Oberdiek, the author of the hyperref package.
Obviously, this your line
\renewcommand\thechapter{\cjknumbe...@arabic\c@chapter}}
doesn't work as you expect. It seems that hyperref does some special
magic on the \...@arabic macro and doesn't allow such a redefinition. My
knowledge of hyperref is too limited to give help here.
