Not really. It is a generic program, normally to be used in
conjunction with its sister program, ttf2pk, to convert TTFs to TFM
metrics and PK font files.

Yes. The SFD (subfont definition) files, however, are used by other
programs also, e.g., dvipdfmx or fontforge (the latter is not part of
TeXLive).
