You don't have hardware acceleration at all.

To use hardware acceleration with the fglrx driver, you have to invoke

LD_LIBRARY_PATH=/usr/lib/fglrx/lib glxinfo
LD_LIBRARY_PATH=/usr/lib/fglrx/lib cinelerra

I'm not sure if a 9800 is capable enough to fully support OpenGL 2.0.
