Thanks for the report! We have modified other GASNet launchers to
pass the full environment through to the compute nodes, but we missed
the ibv launcher. We'll take care of that in this issue.

That will solve the specific problem of not passing
LD_LIBRARY_PATH, which will make things work. For the more general
problem of having an environment on the compute nodes that is different
from what is on the login node, I'm afraid I don't know of a cleaner
solution.
Your workaround sounds like a good way to go until we implement
the fix for issue #11355.
