I'm not aware of any pre-existing support for this. I'm also not
particularly familiar with the feature in Fortran, though a short Google
search suggests that it seems roughly similar to Chapel's support for
configuration files for specifying the initial values of 'config' const
and var declarations:

For those of us who aren't Fortran programmers, could you describe the
scenario you're trying to support to help us determine whether there's an
existing feature that might get you running faster?
