I was initially planning to simply create `ElaborateType` with proper `NestedNameSpecifier`, but that's essentially what the code in `QualTypeNames` does already (it has logic to create both the `NestedNameSpecifier` and `ElaboratedType` out of it), so we should definitely reuse it.
