LGTM, thank you for cleaning this up. By the way, [llvm22 is released](https://discourse.llvm.org/t/llvm-22-1-0-released/89950/2) which means we will be able to run https://clang.llvm.org/extra/clang-tidy/QueryBasedCustomChecks.html in CI! This could be one of those easy checks to enforce, but if `TaggedUnionMemberCountCheck.cpp` still needs `isExpansionInSystemHeader()` I'm not sure if we should absolutely ban it.
