Microsoft has removed oldnames.lib from newer Windows 10/11 SDKs. Clang still 
linked it unconditionally which caused linker errors on modern systems. This 
patch checks the SDK library paths and only adds oldnames.lib when using older 
SDK versions.
Fixes #174035
