Subject: [PATCH] [Clang] VectorExprEvaluator::VisitCallExpr / InterpretBuiltin
 - Allow shufps/pd shuffles intrinsics to be used in constexpr

  * A generic shuffle helper function is introduced to reduce code
    duplication and facilitate future extensions to other shuffle
    intrinsics

Resolves #161208
