So the primary (and really only) purpose of the `DiagnosticXY.h` headers is to provide all of the diagnostic IDs in `DiagnosticXYKinds.td`, e.g. `DiagnosticSema.h` makes all diagnostics in `DiagnosticSemaKinds.td` available.
