LOG: [clang] SourceManager: Cache offsets for LastFileIDLookup to speed up 
getFileID (#146782)

`getFileID` is a hot method. By caching the offset range in
`LastFileIDLookup`, we can more quickly check whether a given offset
falls within it, avoiding calling `isOffsetInFileID`.
