something like `DiagnosticsEngine::isIgnored()` but checking for errors rather 
than ignored, yes? If so, that function is implemented in terms of calling 
`getDiagnosticSeverity()`, but `getDiagnosticLevel()` is also implemented in 
terms of that as well. Both look at the actual state of the diagnostic.
