That's what this is doing. The standard is silent on whether two tags with 
different attributes (on the tag or on a member) are compatible or not. So 
we're taking the conservative approach and saying they're not compatible except 
when the attributes are the same between the two. Order of attributes doesn't 
matter because the standard explicitly says it never matters.
