The idea behind this sounds good to me, and this patch improves flang's test results on the fujitsu testsutie, shows no regressions in the gfortran test suite, and fixes the important remaining flang issues from omp atomic. Atomic support is one of the most lagging areas in Flang's OpenMP implementation so I would be very happy to see this land. But I think we need agreement from clang folks for this.
