Yes, these are stable. The first number is the [ResourceKind](https://github.com/llvm/llvm-project/blob/33363521ca24f912cc25530f6cecbca53acce8a3/llvm/include/llvm/Support/DXILABI.h#L34) and the second is the [ElementType](https://github.com/llvm/llvm-project/blob/33363521ca24f912cc25530f6cecbca53acce8a3/llvm/include/llvm/Support/DXILABI.h#L58).
