I don't believe it simplifies things significantly, we still need to run the 
template instantiator to clone the parameter list, so the only additional work 
is checking for default arguments and substituting subsequent parameters 
accordingly. In addition, gcc tends to accept these test cases as valid code.
I will file another CWG issue to cover these cases.
