This PR implements the frontend for #70076 This PR is part 1 of 2. Part 2 depends on `DXILIntrinsicExpansion.cpp` in [dixl-lerp-intrinsic-lowering PR](https://github.com/llvm/llvm-project/compare/main...farzonl:llvm-project:dixl-lerp-intrinsic-lowering) which will have an intrinsic to instruction expansion pass.
