LOG: [clang][doc][RISCV][LoongArch] Remove release notes for changes backported 
to 17.0.x

The RISC-V and LoongArch ABI fixes were backported to 17.0.x
(<https://github.com/llvm/llvm-project/issues/64486>,

covered in the release notes for 17.0.0.
