The optimizations from this patch are allowed by the Standard (always have been allowed). So there is no need to restrict it under a flag or C++ version. @erichkeane your comment indeed would be applicable if I allowed NRVO for non-movable types, that is currently prohibited by the Standard, but allowed in the proposal. Luckily my patch doesn't do this.
