hokein planned changes to this revision. hokein added a comment. As discussed offline, we don't have a clear motivation to do it now, and LSP will likely introduce a new `References` type of xrefs (https://github.com/Microsoft/language-server-protocol/issues/396), so I'll leave this patch opened.
