You're likely to have the best chance of success if you follow the prescribed software versions at https://casper-toolflow.readthedocs.io/en/latest/src/Installing-the-Toolflow.html (ISE 14.7, Simulink 2013b, the roach2 branch of the libraries at https://github.com/casper-astro/mlib_devel/tree/roach2) I can tell you that Vivado definitely won't work -- the Virtex 6 chip on the ROACH2 board isn't supported by it.
