About licensing, We are currently good and are using one HPC to compile and generate the bitcodes. I'm also spending some time on exploring possible ways of creating a portal for developers/students to upload their bitcode through casper.arizona.edu website and interact with it, I mean maybe a SSH terminal or more user friendly options. At some point, perhaps, this can be integrated with your cloud-compile options.
