Thanks, I was able to figure out the issue. I was missing the context: 
component-scan. Added that line and now it works.

Just need to figure out how to run multiple services so that I can have a login 
service for students and one for staff.

I have encountered redirect loops with dotnetcas and forms authentication. This 
was a while ago for me. But if memory serves it had something to do with the 
incorrect path where the cookie was being set. I have seen other CAS clients 
just error out, dotnetcas is the only one that loops on me. Issues can stem 
from out of sync time, SSL cert trust, incorrect client configuration etc. I 
would recommend to enable logging on the client to see why it is looping.

Hi,

            Has anyone had to deal with the redirect loop error after getting 
to the authentication page for cas? I have configured a test site for SSO that 
directs to the cas auth site but after a successful login attempt I get the 
error message of too many redirects.

            If anyone has solved this problem before please let me know what 
the issue was for you.
