Unfortunately, the Asterisk 1.4 sounds don't have a license at all.
I've been bugging Digium for a while (<1 year at this point) to put a
license on the sounds but they haven't done anything yet.  The rumors
that I've heard is that the license that they eventually get released
under may not be GPL-friendly (commercial use restrictions).

The 1.2 sounds I'm pretty sure are GPL licensed but aren't available in
a very high quality (Digium paid to have all of the sounds re-recorded
for 1.4).  They are english-only too.
