No plan develops against 3.0, so plan is just not build.
It should be possible to install both 3.0 and master (co-installable) so
both kexi and plan gets build, but probably needs some ci trickery...

but we're building the latest kreport and kpropertywidgets and
calligra. should we hold back versions of kreport/propertywidgets? Or
just not build plan? or remove that temporary measure?
