Now the global translation is at around 32/33%, but for some packages

The current rules are:
* for automatic inclusion, total above 70%
* for manual inclusion, teams who are below the threshold need to
contact us before each release
So I will include interlingua for the 2.7.x (provided I don't forget
about it, since it is a manual process...)
