Kexi .desktop refers to offline documentation with clear statement about the source: http://docs.kde.org/development/en/calligra/kexi/index.html As offline documentation (almost 100% synced with UserBase pages with minor differences that were not committed due to freeze) has much wider translation coverage than UserBase [1], I do not think that it will be wise to refer to UserBase translations now.
