got it, there may be a crazy problem with add-apt-repository, I've just added these two lines: "deb http://ppa.launchpad.net/neon/ppa/ubuntu YOUR_UBUNTU_VERSION_HERE main deb-src http://ppa.launchpad.net/neon/ppa/ubuntu YOUR_UBUNTU_VERSION_HEREmain" manually to /etc/apt/sources list and then apt-get update. It works, installing fine now :)
